Vision

Achieve healthy lives and well-being for all at all ages by building a resilient health system through people-centred, evidence-based, equity-driven, inter-departmental and inter-sectoral collaborative approaches to guarantee preventive, promotive, diagnostic, curative, rehabilitative and palliative care across all levels of service provision and through the life course.


Strategies

  • The state will adopt a mission mode to address the challenges in the health sector. A state-level task force has been constituted in the state to ensure inter-departmental and inter-sectoral coordination required for the accomplishment of the targets.

  • State health policy will be developed for improved health facilities and referral systems to deliver quality services.

  • It will also focus on trust-building through citizen's/community engagement by activating village health and nutrition day (VHND) across the state. Universal health coverage for the poor will be taken up as a priority by the state and all sectors will be encouraged to ensure health insurance as part of the employment contract.

  • Given the vast and complex nature of the health sector, the strategies for system strengthening and citizen's engagement are identified in the following eight sub-sectoral interventions for more focussed engagement: 

  • Reproductive, maternal, newborn and child health. 

  • Communicable diseases and other public health threats (HIV, Malaria, Tuberculosis, Kala Azar Filariasis and other neglected tropical diseases). 

  • Addressing Noncommunicable diseases and mental health. 

  • Mortality and injuries due to road traffic accidents etc. 

  • Universal health coverage - ensuring universal health coverage including risk protection, access to quality and essential healthcare services and access to safe, effective, quality and affordable essential medicines and vaccines for all. 

  • Deaths & illness due to hazardous chemicals and air, water and soil pollution and contamination.

  • Measures to address tobacco control.

  • Enhancing effective health systems in all its dimensions (policy, infrastructure, access, quality) in order to ensure universal health coverage through enhanced health financing and improvements in human resources.
