ABOUT

In 2009, the Indian government instructed all state governments and union territories to develop State Action Plans on Climate Change (SAPCC), in accordance with the approach described in the National Action Plan on Climate Change (NAPCC). A state climate change action plan lays out the institutional and policy framework that a state will employ to create and implement a climate change mitigation strategy, including particular policy proposals or planning mechanisms. In Uttar Pradesh SAPCC is prepared by Department of Environment with assistance from CTRAN Consulting Ltd and GIZ.

SAPCC address the following topics:

  • Regional and local climate risks and vulnerabilities
  • Baseline greenhouse gas emissions
  • Goals and targets
  • Alternative policy options
  • Identification and screening of mitigation actions
  • Forecast impacts of mitigation actions
  • Recommendations and strategy for implementation

SAPCC in UP formulated action plan for seven missions:

  • Sustainable agriculture mission
  • Solar Mission
  • Energy Efficiency Mission
  • Green UP Forestry Mission
  • Jal Mission
  • Strategic Knowledge Mission
  • Sustainable Habitat Mission

Schemes and Programmes:

To address climate change, a number of strategies and programmes are being developed. These programs/schemes/policies are engaged with climate change mitigation and adaptation and other environmental issues such as pollution. In conjunction with the Government of India, the Government of Uttar Pradesh has established initiatives that integrate SDGs and climate action across sectors such as agriculture, energy, housing, the environment, health and hygiene, and transportation.
